Criminal art

I came across some more amazing street art by the very talented Banksy that I thought some might enjoy.

 How is it that something that can take something so mundane or even ugly and make it lovely can be considered a crime at all? I understand that nobody wants crass and vulgar statements or pictures tagged onto the side of their business, but is this really is the same category?
